Utility Deposit Payments

Existing homes need an Exterior Appearance Inspection issued by the City of Eureka Building Department. The Exterior Appearance Inspection must be applied for and passed or an Exterior Inspection Acknowledgement must be signed and notarized before you can set up a Utility Account.  New Construction homes will need an occupancy permit issued by the City’s Building Department. Rental homes only need the fully executed lease agreement. (Windswept Farms Residents-Skip to the section specifically for you on this page.)

The City of Eureka will accept the application via U.S. Mail, fax or drop box. Please include the following with the signed application:

Returning by US Mail

  • If you own the home, include a $25.00 deposit.
  • If you lease the property, include a $50.00 deposit and the lease agreement.
  • A copy of your driver’s license.
  • Number of people living in the home.

Returning by Fax

  • A copy of your driver’s license
  • If you own the home, mail in a $25.00 deposit. Your application will not be processed until payment is received.
  • If you lease the property, mail in a $50.00 deposit. Your application will not be processed until payment is received.
  • Number of people living in the home.

Please refer to your utility account set-up paper to determine the correct deposit owed. **Note there is a convenience fee associated with this transaction.

Pay Water/Sewer Bill Electronically

The City offers e-mail billing for utility accounts.  The account will automatically be set up on e-mail billing unless otherwise specified. The City offers ACH as a payment option for making the monthly Utility Bill Payment. (put link here)

Windswept Farms Residents

  • The person that sets up the account will need to send in their state issued Photo ID.
  • Social Security Number.

Trash Rate

The 2019 monthly rate under the City’s contract with Waste Connections for trash, recycling, yard and bulky waste collection is $25.03.  For those qualifying for participation in the State of Missouri’s Circuit Breaker program, there is no fee.

Citizen Tax Assistance & Benefits

For senior citizens who qualify for the Missouri “Circuit Breaker” Program, free trash service and reduced water and sewer rates can be obtained by furnishing City Hall with a copy of your Form MO-PTC or Form MO-PTS tax return. Please be advised that even those who do not file a tax return may qualify for the “Circuit Breaker” Program. If you need assistance, with the “Circuit Breaker” Program or have tax filing questions, for taxpayers age 60 and older, contact Aging Ahead (6180 Hwy. MM, House Springs, MO 63051) at 636-677-4578.

Street Lights

If you are aware of a street light that is out in the City, please notify City Hall (938-5233) with the number (located on the pole) and the address so that they may report the outage to Ameren.
