Request For Proposals – Asphalt Streets

The City of Eureka, Missouri is accepting bids to grind six thousand (6,000) square yards of asphalt street and overlay approximately thirteen thousand (13,000) square yards of asphalt street. Sealed bids will be accepted until 10:00 a.m., Friday, April 26, 2019, at the Eureka City Hall, 100 City Hall Drive, P.O. Box 125, Eureka, Missouri 63025.

Specifications are available at Eureka City Hall, 100 City Hall Drive and at the below link at no charge or deposit. Bids shall be on forms included in the package and shall be signed by an authorized officer of the company. Bids shall be submitted in a sealed envelope clearly marked “Asphalt Street Rehabilitation” on the outside.

Bids will be reviewed and the one deemed in the best interest of the City of Eureka will be accepted.

In connection with the review of responses to this bid invitation the City will take necessary measures to ensure that the apparent lowest and best bidder is not a debarred company.

Pursuant to Section 285.530 RSMo as a condition of the award of any contract in excess of five thousand dollars ($5,000.00), the successful bidder shall, by sworn affidavit and provision of documentation, affirm its enrollment and participation in a federal work authorization program with respect to the employees working in connection to the contracted services. Successful bidders shall also sign an affidavit affirming that it does not knowingly employ any person who is an unauthorized alien in connection to the contracted services.

The City reserves the right to reject any or all of the bids, to waive technicalities, to award on any bid that is most advantageous, and to make investigations concerning the experience and ability of the bidder to perform the work.

The City of Eureka does not discriminate against any company or individual on the basis of race, religion, creed, color, gender, physical disability or national origin.

Attention is called to the fact that not less than the minimum prevailing wages and salaries for the appropriate trades as set forth in St. Louis County shall be paid on this project. A copy of the current Annual Wage Order is attached. The contractor will forfeit a penalty to the contracting public body of ten dollars ($10.00) per day (or portion of a day) if a worker is paid less than the prevailing wage rate for any work done under contract by the contractor or by any subcontractor.
